41All assets, liabilities, rights, obligations, powers and responsibilities of a regional solid waste commission established or continued under the Clean Environment Act are vested in the Minister and, on order in writing, are transferred to and become the assets, liabilities, rights, obligations, powers and responsibilities of the regional service commission directed by the Minister.
